Planning commission approves multiple annexations, zoning changes and private road name

The Florence City Planning Commission at its June meeting approved several annexations and zoning changes affecting industrial, residential and commercial parcels across the city and approved the naming of a short private road behind the Magnolia Mall.
The commission voted to annex and zone a seven-acre portion of a 67-acre parcel on Jenny O'Brien Boulevard as light industrial; to annex and zone two vacant lots on Third Loop Road as NC 15 to permit single-family homes; to annex and zone two parcels on South Irby Street as Activity Center (allowing commercial redevelopment that will include the Salvation Army store and a car-wash); to annex a lot on Pelican Drive to RG2 to permit single-family homes; and to zone a Westfield Drive parcel NC 6.3 pending annexation for a proposed townhouse development. The commission also approved the private road name "T Ed Bird Way." All of those actions were approved by voice vote at the meeting.
Staff told commissioners the parcel on Jenny O'Brien Boulevard is a 67-acre tract of which about 7 acres on the north side of the road are proposed for annexation and light-industrial zoning; staff said the surrounding parcels are already light-industrial and that the requested zoning is consistent with the future land use map. Baron Irvin spoke for the property owner at the public hearing and said he was "here on behalf of the owner" and available to answer questions. The commission approved the annexation and rezoning by voice vote.
The private road behind the Magnolia Mall (off Dunbarton Road and the ring road) was given the name T Ed Bird Way after staff said the applicant favored that spelling. The commission recorded no public opposition and approved the road name.
On Third Loop Road the applicant clarified the intended zoning was NC 15 (allowing 15,000-square-foot parcels) rather than the initially advertised MC 6.1; the applicant intends to build a single-family house on each lot. A resident identified in the record as Randy Seif spoke in favor and thanked the applicant. The commission approved the annexation and NC 15 zoning as requested.
At South Irby Street commissioners noted both the chair and vice chair recused themselves because they serve on the Salvation Army advisory board and because one represents the Salvation Army in real estate; Dr. Lawhon temporarily served as chair for the item. Captain Scott of the Salvation Army said the organization plans to tear down its current store and rebuild it with a greater setback from South Irby rather than leave the site. Commissioners approved annexation and Activity Center zoning and also approved the inclusion of the adjacent vacant lot to facilitate redevelopment.
A Pelican Drive lot contiguous to city limits was annexed and zoned RG2, consistent with adjacent city zoning, and the commission approved the request by voice vote.
A Westfield Drive parcel immediately adjacent to Lucy T. Davis School was zoned NC 6.3 pending annexation; developer Louis Hopkins told the commission he intends to build 16 townhomes and said the project would be set back from existing larger-lot residences. Staff said a sketch plan will be required at a later date; the zoning decision allows townhouse development under the NC 6.3 standards.
All of the listed annexations and zoning changes were approved by voice vote during the meeting. No roll-call vote counts were provided in the meeting transcript.
