Council members asked staff to examine the city’s dispensary siting rules and consider whether Thornton should allow additional marijuana retail locations in the northern parts of the city to capture tax revenue and spur nearby commercial activity.
Council Member Roberta noted that Thornton’s current retail cannabis storefronts cluster in the southern portion of the city and suggested staff study the potential for modest expansion northward, including effects on sales tax revenue and impacts to commercial corridors. Council Member Justin asked staff to include data on current dispensary revenues, nearby dispensaries in neighboring jurisdictions, and land‑use restrictions that would limit where additional dispensaries could be located. Staff said the planning and development code update team is occupied through summer, and suggested returning with a scoped presentation in early fall (late September/early October) that would include regulatory options, mapped candidate areas and fiscal estimates.
Council asked that staff provide examples from other cities, revenue data from existing Thornton dispensaries, and analysis of permitting and zoning changes that would be required to authorize new locations. Staff agreed to return with options and supporting data at a future meeting.
