Council returns two special-use permit requests to Planning and Zoning after commissioners recommended denial

The Town Council voted unanimously to return two special‑use permit (SUP) applications to the Planning and Zoning Commission (P&Z) for further review after P&Z voted earlier to recommend denial. The applications seek permission for residential uses in commercially zoned parcels; both items were modified by applicants after the January P&Z hearing.
Planning staff told council the applicants submitted substantially revised proposals intended to address concerns raised by the commission, including parking, lot coverage and neighborhood impacts. Because the revised requests differ materially from the plans P&Z considered in January, staff recommended returning the items to the commission for technical review and new public hearings.
Council opened a public hearing for the first case; no public comment cards were submitted for the agenda item. Councilmembers asked staff whether the revised plans addressed previously raised issues such as high lot coverage and alley access; staff said they will perform a detailed review and ensure P&Z reviews the revisions and makes updated findings.
Councilmember Skillegorn, who spoke in favor of returning the cases to P&Z, noted that the projects had numerous technical concerns at the commission level. A motion to return the first case (SUP24-00003) passed unanimously, and a second motion to return the second case (SUP24-00004) also passed unanimously. Staff said P&Z will re-notice the hearings and report back to council with recommendations.
