The San Gabriel City Council authorized the city manager to execute a professional services agreement with LAZ Parking California LLC to operate the RightSG microtransit service, with a first-year contract amount of $817,258.
Assistant Community Services Director Matthew Morales Stevens summarized RightSG’s evolution from a service limited to older adults and people with disabilities in 2022 to a citywide microtransit option today. Staff said March-to-March comparisons show increases in general ridership and improved on-time performance after the council-approved adjustments that increased vehicle service hours and changed RightSG Plus eligibility and service-area parameters earlier this year.
Three firms submitted proposals in response to a March 2025 RFP; staff recommended LAZ Parking as the lowest-cost, qualified operator. LAZ was described as having 44 years in business, operations in several Southern California cities and experience operating microtransit and related services. Staff said using LAZ would save the RightSG account about $41,632 in year one versus the current contractor; RightSG account funds of $858,890 were allocated for FY 2025–26.
If approved, the city’s community services office will operate the call-center function during regular business hours; LAZ will provide after-hours call-center coverage at a nominal per-call rate (approximately $5.96 per call). Staff said riders will continue to use the same RightSG mobile app; owners of RightSG Plus accounts will still be able to book by phone and staff will assist with registrations in multiple languages as available.
Council members discussed service hours, vehicle types, accessibility (including wheelchair capacity), future vehicle purchases, and whether to revisit RightSG Plus boundaries or hours in the future. Council also asked staff to explore larger vehicle options and opportunities to seek additional funding or partnerships. The motion to approve staff recommendation passed unanimously, 5-0.
