Council approves feasibility study to map potential annexations including Thermolito areas

The Oroville City Council approved a professional services agreement to fund a feasibility analysis of potential annexation areas, including three Thermolito scenarios discussed at the meeting and other contiguous parcels. The study will be performed by RSG Inc., the same consultant that prepared earlier annexation work for the city, and will examine fiscal impacts, infrastructure costs, LAFCO procedures and sequencing.
Staff said the study will analyze revenue and service cost differentials for each annexation option, refine estimates already outlined in the council packet and provide material to support LAFCO proceedings and public outreach. The council discussed the Thermolito parcels the developer had described and observed that some of the parcels are strategically important for near‑term residential development and for making city boundaries more contiguous.
Council approved the $49,425 contract; staff said they would bring the consultant scope and schedule back for final execution and public engagement steps.
