City to contract Arbor Pro for citywide tree inventory using IRA grant funds

The council discussed a planned professional services agreement with Arbor Pro Inc. to complete a citywide tree inventory of street trees and city parks.
City Forester Cody Lehi said Arbor Pro scored highest among five proposals and that the work will be funded through a recently awarded IRA grant that requires no local match. The inventory will collect species, height, condition and other data and will update the city’s records; Lehi said the data will be used to schedule pruning, removals and plantings and to inform future grant applications.
Lehi explained the inventory covers trees in the public right‑of‑way (street trees between curb and sidewalk) and will include city parks, which were not in the most recent inventory. “There's a whole list of data that will be collected, including species, tree height, condition,” Lehi said, and added that the city currently maintains an existing inventory that will be updated.
Council members asked how residents should expect the work to affect private property and whether the project will address locations damaged by past storms. Lehi confirmed the inventory documents public trees only; removals or replacement of dead or dangerous public trees would occur as needed, and the broader IRA grant is intended to help reduce the maintenance burden on some residents where grant funds allow. He said the inventory work is ideally done in spring or summer and that Arbor Pro will deliver an ongoing, live dataset that the city will house in its ArcGIS hub.
Councilman Rodriguez moved to add Resolution 42 of 02/2025 to the next legislative session agenda for a formal vote to authorize the agreement with Arbor Pro. The committee referred the resolution to the legislative agenda; the work session did not record a formal contract award.
