Solicitor Grover and staff described the sequence: the city will pay for the subdivision plan and survey, retain outside real‑estate counsel and negotiate precise boundary lines to ensure utilities and maintenance responsibilities are properly located before final transfer. The city’s long‑term intent is to acquire the pool parcel; the lease simply formalizes interim operational responsibility.
Parks staff said the arrangement will allow the city to pursue renovation and grant funding for Jackson Lick Pool, which could not move forward earlier because the district retained legal title. Council members asked whether the school district would appear at the legislative session; staff said district representatives have met with the mayor but that the legal negotiation is being handled by counsel.
President Hill moved to add Resolution 43 of 02/2025, authorizing the city to negotiate and enter into a lease with the Harrisburg School District for the portion of land that houses Jackson Lick Pool, to the next legislative session agenda for a formal vote. The committee referred the resolution to the legislative agenda; no final adoption occurred in the work session.
Public comment: a resident asked about neighborhood parks that had been removed (Ratner Street and Emerald Street); Parks leadership was present and noted staff can follow up on park status and future plans outside the work session record.
