CSLB launches EDMS document system and moves toward online licensing for sole proprietors

Board members received an information technology update on the June 13 agenda that described a recent cutover from an aging system to a new enterprise document management system (EDMS) and a broader plan to move paper licensing applications online for some applicant types.
Henry Nutt, a member of the board's IT advisory committee, summarized the work to convert roughly 24 million licensing application documents to PDF and to implement a vendor‑developed software interface for staff. The new system, EDMS, launched in May; staff trained on the application and the system had processed more than 43,000 transactions and issued 987 license numbers since launch.
IT staff are continuing work to convert sole proprietor paper license applications into an online application; the vendor reported the product is about 84% complete with an anticipated late‑summer or early‑fall release. Corporate contractor online applications are planned to follow.
IT and administrative staff also noted the large scanning and document‑conversion effort required to migrate legacy data from the older IWAS system into the new EDMS. Administrative staff said the licensing document scanning operation handles thousands of pages a day and that the conversion is resource intensive but ongoing.
Board members offered no objections and asked for continued updates as remaining online licensing functions roll out.
