The Liberty Elementary District governing board voted 5-0 Wednesday to adopt Trust Policy Chapter 5, with the changes discussed at the special meeting and clerical corrections. The board set the policy’s effective date as July 1, 2025.
The board heard a presentation from district staff member Jennifer Castellanos, who led members through the second reading and described page-by-page edits. "I'm here today to discuss our second read of chapter 5. You all received the finalized version of this yesterday," Castellanos said, noting the draft had already incorporated many edits from the Trust and legal review.
Board members discussed multiple, specific edits the Trust and legal counsel recommended, including removal or temporary deletion of proposed language on revocation of open enrollment, clarifying certification requirements for homebound students, and retention of statute-derived text for students with disabilities. The board directed the removal of language that would have created a district 'priority order' for open enrollment and removed multiple references to revocation of open enrollment throughout Chapter 5. Members also approved language changes on parental participation in curriculum committees, replacing a phrase requiring parents to "comprise an equal percentage" with wording that "parents are included as voting members."
Other approved changes included restoring statutory language in the students-with-disabilities section (so statutory age and eligibility language remain), leaving the district's current learning-disability verification model noted in the policy, and reverting proposed edits on noncurricular student groups so the policy reads that the district does not permit noncurricular student groups pending further legal review.
The board made a single motion to approve Chapter 5 with the edits discussed at the meeting; the motion passed on a roll-call vote of 5-0. Castellanos told the board the Trust will post site-hosted policy pages in about three to four weeks and the district will post a PDF in the interim.
The board also instructed staff to correct clerical errors noted in the June 18 meeting packet, including typographical edits (for example changing the word "both" to "all" where appropriate and removing an incorrect phrase "all children" in Policy 5-410).
Key procedural details and the page-level edits the board approved were recorded into the meeting minutes and will be reflected in the chapter posted publicly after the Trust finalizes its site.
