College Station ISD to vote in July on six local policy updates, including attendance and bullying transfer rules

College Station ISD staff reviewed six local policy updates at the June 17 workshop and told trustees the changes will be presented for formal board action at the July meeting.
The proposed local-policy updates cover board governance and student regulations. Staff described the package as including BDA/BDAA (board officers), BDB (number and terms), BDF (separating board committees and citizen committees), an E.I. local partial-credit grading clarification, FDE language adding bullying to safe-and-civil-school transfer rules, and FEC attendance updates that adjust how seat time and TEKS mastery are reviewed.
A district staff member said several of the policy changes reflect practices already in place in the district and that some updates were driven by TASB legal updates or broader legal guidance. "Sometimes we, as a district, decide we wanna look at our local policy and change some things, and sometimes it's driven by [TASB] policy," the staff member said.
On attendance (FEC), staff explained the update allows committees to consider TEKS mastery when deciding whether a student receives credit after excessive absences; trustees discussed the trade-offs between seat-time enforcement and academic mastery. Staff also reviewed F C FFAC (respiratory-distress/inhaler) guidance and said the district is not recommending unassigned inhalers at this time but confirmed the district allows unassigned epinephrine auto-injectors under existing policy.
Staff said these local policies will be presented as action items in July. Trustees asked clarifying questions about whether changes were locally initiated or driven by TASB/legal updates and about how the attendance committees operate; staff said committees already examine unique student circumstances and that the updates primarily codify and clarify existing practices.
No formal votes were taken at the workshop; staff will bring the policies to the July meeting for board action.
