Willis ISD awards Gamma Construction low bid for high school parking expansion; phase 1 set for completion before school starts

The Willis Independent School District Board of Trustees voted 5-0 June 17 to award the Phase 1 Willis High School parking-lot expansion contract to Gamma Construction, which submitted the low bid at about $3,078,000.

District staff said Phase 1 covers Lots I, H and E immediately surrounding the high school. "Phase 1 completion date is August 13. So day before school, I think the goal is to have these those 3 parking lots done before school starts," said staff member Derek.

Staff said they received four bids: Gamma Construction (low bid, recommended award), Broadus, Millennium Projects and Rock Art Construction. During the discussion a board member asked whether Gamma was required to submit a concrete-related bid 24 hours earlier than other bidders; staff confirmed Gamma had provided a sealed envelope and that a 24-hour notice/envelope for concrete was received and on file. The transcript records questions from board members about bid timing and contract completion; staff answered that the district received the required materials and that the work is expected to be finished before the school year begins.

Board member Chad Jones moved to accept the superintendent's recommendation to approve Gamma Construction as general contractor for the parking-lot expansion and associated detention work; Cliff Williams seconded the motion. The board voted 5-0 in favor. Voting members recorded were Chad Jones, Cliff Williams, Charles Perry, Paulette Traylor and Nikita Lagway.

Staff noted they had rebid the project with an issue date of May 22, 2025, and a close date of June 9, 2025. The board approved the award as presented; no contract start date or full payment schedule was recorded in the meeting transcript.
