Hoboken schools hear draft demographic study projecting roughly 952 more students; board begins facilities planning and explores P3s

The Hoboken Board of Education received an update on a draft demographic study June 2025 that projects the district's K'12 enrollment could rise from 2,698 students to about 3,650 within 10 years — an increase of roughly 952 students, or about 35 percent.

The draft, prepared by the New England School Development Council and received June 3, outlines 10-year enrollment projections and the demographic factors affecting enrollment, Superintendent Christine Johnson said. The report uses state and local data, U.S. Census trends, birth-rate data, housing sales and HUD trends, and consultations with Hoboken city planners and building departments to estimate student yield from current and proposed residential construction.

Why it matters: the projected growth — particularly a large near-term increase in middle-school–age students — will affect building capacity, staffing, capital planning and the district's long-range facilities strategy. Board members said the study will guide decisions about whether to pursue traditional capital work, another referendum, appeals to the School Development Authority (SDA), or a public-private partnership (P3) model.

Facilities, funding and P3 discussion Facilities Committee chair Mister Grania reported several related developments: the district has requested $1.9 million in discretionary funding from an outgoing assembly member to support additional high school renovations, the School Development Authority has approved a project to repair the Demarest School facade (an estimated $2.3 million award that still must move through SDA processes), and the district received an $85,000 grant for rooftop work at Grant School.

Grania also said the district is reconfiguring space at Hoboken Middle School (moving administrative staff to create a new music room and classroom space) and continuing security improvements across schools, including upgraded doors, external buzzers and security vestibules.

Public questions and clarifications Resident Manuel Rivera Soler asked whether planned building security work would affect the number of security personnel and whether the final bills list would be posted for public review. The board president responded that the agenda's security-guard appointments were for summer coverage and would not be changed by the building-security projects, and that the bills list printed in the agenda packet represented the final numbers available at the time the agenda was posted.

Next steps and context Superintendent Johnson said the draft remains under review and that the administration will work with the demographer over the summer to finalize the report and then present the results publicly, likely in September and in meetings aligned with the long-range facilities plan and the strategic plan.

The board and administration noted that Hoboken's recent multi-year K'5 enrollment growth is tied to local residential development and that those housing trends are expected to push cohort sizes through middle and high school in coming years.
