Public service staff said the Ward Water Treatment Plant, brought into operation in the early 1980s, requires a full rehabilitation of filters 1–4 after detailed inspections found multiple operational issues.
PC Construction was the only bidder on the rebid. Staff and PC Construction performed value-engineering discussions after bids opened and were able to lower the amount by about $188,000 from the initial submission. Staff recommended awarding the project to PC Construction in the amount of $8,094,300. The work includes replacement of internal filter components (not structural concrete tanks) and related valve and actuator replacements plus pipe-gallery painting and miscellaneous repairs. The committee approved the award by voice vote.
Staff characterized the filter work as a full replacement of the filter internals while retaining structural concrete tanks.
