Johnston City Council approved a resolution authorizing a loan and disbursement agreement and the issuance of sewer revenue capital loan notes not to exceed $8,000,000 to fund the Little Beavercreek Sanitary Sewer Extension Segment B.
The action, adopted as Resolution No. 25-134 during the council's meeting, is part of the State Revolving Fund (SRF) funding process for the final portion of the sanitary sewer extension to the Northwest Growth Area. Matt, a city staff member, told the council the loan would authorize the city to enter a disbursement agreement with the Iowa Finance Authority and that staff had received no public comment before the hearing.
Matt described the project map and explained that the plan includes gravity mains (shown as solid lines), a force main (dashed lines) and a lift station located where the dashed and solid lines meet. He said the force main is required in areas where elevation prevents a gravity connection and that a lift station will pump flows to a gravity main on Towner Drive. He also said Segment C is nearing completion and that Segment B is scheduled to begin construction later this month.
The public hearing drew no speakers, and the council voted to approve the resolution. Council members Martin, Redding, Jim Burkhardt, Cope and Evans recorded “yes” votes; the motion passed unanimously.
Next steps include completing the loan and disbursement paperwork with the Iowa Finance Authority and moving forward with Segment B construction activities consistent with SRF requirements.
