Council committee approves design oversight and construction contract for Whites Mill lift station upgrade

Public service director Robbie Stone presented two related items for the Whites Mill Lift Station upgrade: a task order with Stantec Consulting for contract administration and on-site resident project engineer services, and a construction award to Yates Construction Company as the lowest responsive bidder.
Stone said the existing lift station operates at about 310 gallons per minute and the project will increase capacity to 1,000 gallons per minute. The work also includes new force main installation, directional boring, valves and related components. Staff recommended approving Stantec’s contract-administration task order for $523,050; funds are available in the current budget.
Stone then said four contractors submitted bids for construction and that Yates Construction was the lowest responsive bidder. He reported the recommended construction award amount as $8,809,999.73 and said the project timeframe is approximately 18 months. Committee members moved and seconded approval of each item and both motions passed by voice vote.
A council member asked if the increase in capacity was tied to anticipated future growth; Stone said staff had planned with growth projections through 2045–2050 in mind.
