City renews SumTotal time-and-attendance contract while migrating to Workday

The renewal amount is $140,630 and staff identified funds in the fiscal 2025–26 budget. City staff recommended the renewal as a sole-source purchase; the committee approved the renewal by voice vote.
Council members asked whether the city could recapture unused months if Workday comes online earlier; Ward explained data migration and validation work may require maintaining SumTotal licenses in parallel for a period even after go-live. Ward said the city had used SumTotal for more than a decade (including under a prior company name) and that Workday consolidation aligns with the council's strategic efficiency goals.
