The Baltimore County Human Relations Commission heard updates on staffing, budget carryover and caseload at a meeting this month.
Commission leadership said county staff indicated appointments for candidates who have been interviewed will move forward and that a carryover from the previous year''s budget will be included with the commission''s annual allotment.
Why it matters: The commission is operating with a small staff. Staff described the HRC as comprising three positions''a program manager and two compliance specialists''and said one compliance specialist position is currently open but not posted. The director role was described as a dual position tied to the county''s Division of Diversity, Equity and Inclusion.
Staff reported the commission had 11 complaint intakes in 2025 to date: one public-accommodations intake, two employment intakes and eight housing intakes. Investigations in progress were reported as six ongoing cases (three employment and three housing), with five investigations completed and closed so far.
Commissioners asked for clarification on the budget treatment. According to staff, the county''s budget analyst will incorporate the carryover into the commission''s allotted funds and the commission will need to work with that analyst to determine how much of the funds can be used for subcommittee events and other work.
Staff also confirmed that one internal HRC position previously thought to be at risk will not be eliminated. The commission was told one staff position remains open but not yet posted; the director position remains a separate, dual role with DEI leadership.
Next steps: Commissioners asked staff to follow up with the county budget analyst and with Director Coleman for precise figures and timing so subcommittees can plan events, and requested circulation of a previously published commentary to the commissioners so the public update can be shared more widely.
Ending: No formal votes were taken on staffing or budget at the meeting; commissioners said they would continue planning over the summer and reconvene with updates when available.
