Committee consolidates business systems items; recommends sole‑source Accenture contract, messaging upgrades, fines pilot extension and camera feeds to ISP

The committee voted to consolidate business systems items 1–4 and place them on the full board agenda. The consolidated package includes a sole‑source continuation with Accenture LLP for back‑office toll revenue and customer‑service systems, upgrades to customer messaging, an extension of a pilot to suppress certain escalated violation fines, and implementation funding to share camera feeds with the Illinois State Police.

Michael Potomacov presented the business systems items. He described a messaging platform used for short message services, rich messaging and other digital communications with customers and noted security work with carriers and federal partners to reduce scam traffic. "We—re working with Homeland Security and the FBI," a presenter said, describing takedown notices and industry coordination to make scam URLs unresolvable.

On the Accenture sole‑source request (contract 250088), Potomacov said the contract covers toll revenue, payment processing, e-commerce, mobile app interfaces and other core back‑office functions. "This request is for 3 year sole source to ensure we have that business kind of ready. The amount does not exceed $74,700,930," he said. Staff said the incumbent system was originally competitively procured more than a decade ago; a successor solicitation is already under way and award is expected later this year, with an anticipated at‑least‑two‑year development and implementation period for the successor system. The vendor has committed to a stated 10% participation target (described in the meeting as a "third 10% target").

The committee also heard a request to continue suppressing escalated violation fines tied to the transition to cashless tolling. Presenters said the initial fine is $20 and that the escalated amounts were $50 and $25; the committee was told escalated fines have been suppressed for about three years and that the Tollway is not collecting previously waived escalated fines. Finally, staff described a funding request to add feeds from expressway license‑plate cameras to the Illinois State Police to support investigations into serious crimes; the implementation cost was listed at up to $700,000. Presenters emphasized ISP’s use of the feeds would be limited to specified serious criminal investigations.

A motion to consolidate items 1–4 for consideration carried, and a subsequent motion to place the consolidated business systems items on the full board agenda was approved by voice vote. The items will appear on the June board agenda with the committee's recommendation.
