City begins RFP process for recruitment firm to help choose next San Francisco police chief

The San Francisco Department of Human Resources told the Police Commission on June 18 it is soliciting proposals from executive-recruiting firms to support the mayor in selecting the city’s next police chief.
Anna Biaspis, director of employment services at DHR, said the RFP for a recruitment firm was posted and that proposals are due Friday, June 20. Jen Lowe, manager of DHR’s public safety team, said DHR will evaluate submissions and aims to present a selected firm to the commission in July depending on the number of responses.
The DHR described the firm’s expected role: up to five community meetings and an online engagement survey to gather public input, a candidate search, preparation of recruitment materials, candidate screening, facilitation of selection interviews, and vetting of finalists’ experience and education.
Commissioners asked about how the RFP was advertised, where it was posted and the criteria being used; DHR said the RFP and criteria follow the prior 2016 process used for the earlier chief search and that the contracts team handled posting and responses. DHR said it would provide the commission secretary with the RFP details for posting on the commission website and would bring the selected firm’s representative to the commission to discuss the recruitment timeline and community engagement plan.
Commissioners signaled interest in transparency and safeguards around the search firm’s process and candidate pool. DHR said the firm will contract with the city, DHR will work alongside the recruiter during commission meetings, and the commission would have the opportunity to refine criteria and the engagement plan once the firm is selected.
