Council approves Redding Sports Park lease and concession agreement; operator will share net proceeds with city and manage concessions

The City Council approved a lease and concessions agreement for the Redding Sports Park that will allow a non-profit operator to manage concessions and facility operations under a revenue-share arrangement.

Staff described the agreement as a two‑year initial term with up to three one‑year extensions, intended as a trial phase to allow the operator and city to fine‑tune responsibilities for maintenance, utilities and event operations. Under the contract, the operator will manage concession sales and assume many operating expenses; the city and operator will split net revenues according to the agreement’s terms. Staff said the operator had agreed to a reduced share in the early years to help the park stabilize financially.

Council clarified operational details including utility-cost handling, responsibility for broken stage outlets and maintenance at the Riverfront Amphitheater, and the association between the lease footprint and any ABC liquor license. Staff said the city-held liquor license would initially apply to the leased sports-complex boundaries and that any extension of liquor permissions to other city facilities would require separate negotiation and likely an amendment.

Council approved the agreement and asked staff to return with any necessary amendments should the concession operator seek to extend liquor sales or change revenue-sharing arrangements in the future. Staff characterized the arrangement as a community partnership intended to stabilize park operations and generate funds for facility work such as walk-in refrigeration and other capital repairs at the sports complex.
