SAN FRANCISCO — The Commission on Community Investment and Infrastructure on June 17 authorized a third amendment to a personal services contract with LINCS Insights and Investigations Inc., increasing the contract by $399,560 to an aggregate of $954,070 and extending the contract term by 12 months to continue outreach and record research for people displaced by prior redevelopment.
The commission adopted Resolution No. 18-2025 by a 5-0 vote.
Pam Sims, senior development specialist in OCII's housing division, told the commission the contracting team began with the Keane Group data compiled in 2009–2010 and that locating displaced people is a multi-phase effort. OCII staff reported that redevelopment activity in the Western Addition Area 2 and Hunters Point project areas affected some 5,893 households — more than 12,200 individuals — according to agency records.
