The items were read aloud by the city attorney at the start of the special session. The city attorney described the first item as “a threat to public services or facilities, pursuant to Government Code section 54957(a),” and said the consultation would include a presentation by a protective security advisor from CISA. The city attorney also read that the labor negotiations item covered bargaining with Unit 2, the Police Officers Association, and Unit 10, the Public Safety Nonsworn Employees Association. Council member Gonzales was not present in chambers and indicated an intent to participate remotely but the council noted he might not have reception to do so. The meeting leaders directed that the closed session would take place in the Sparacino Conference Room rather than the Council Conference Room as listed on the agenda.
