City staff said the project is part of a planned multi-year program to line aging reinforced concrete sanitary sewer pipe, capture infiltration and reduce costs associated with excess flow to the regional sewer district.
Chris (city public works/engineering staff) told the council Highland used a phased bidding approach in order to achieve scheduling and pricing efficiencies for several years of required work. The council authorized the city administrator to sign the contract; the vote passed 5'0.
MXU purchase for culinary meters The council also approved buying 1,365 MXU units (meter transmitters) from Mountain Land Supply Company for $208,967.85. Staff explained the purchase is the first phase of a planned multi-year MXU replacement program that allows remote reading and near-real-time usage data for residents, reduces drive-by meter reading costs and can help customers detect leaks faster.
City staff noted there was a global supply constraint earlier in the process; staff recommended phasing the purchases over three years to match installation capacity and rate-study funding. Council approved the purchase and authorized the city administrator to sign the purchase agreement.
Why these matter The sewer lining contract addresses long-standing infrastructure needs in neighborhoods where pipes installed decades ago allow groundwater infiltration. The MXU replacement is a utility operations investment expected to improve meter reliability and customer access to usage data.
