The City Council approved multiple routine items on the consent calendar at its June 18 meeting.
At the start of the consent discussion council approved an initial batch of consent items (items C-1, C-2 and C-6). Later in the meeting the council pulled and discussed several items before approving them separately: the staff presentation outlined a proposed nonexclusive professional services agreement with 4Leaf for building and planning services (a contract cap shown in the staff report as not to exceed $110,000), an MOU supporting a multiagency youth-safety network that includes the school district and law enforcement cooperation, and a request to expand availability of harm-reduction supplies (fentanyl test strips and naloxone).
Beatrice and other staff described the planning/inspection staffing challenges and said the city will continue to use multiple consultant firms (CSG and 4Leaf) to address a busy project pipeline and to introduce a digital workflow system. Representatives of the school district and police department spoke in support of a youth safety network MOU that emphasizes shared trainings and information-sharing about students in crisis; council members asked for continued transparency and ongoing communication with the school board and staff.
Councilmember Anseldo Sanchez pulled the MOU item briefly to ask about timelines and staff commitments; staff said most of the staff time will be absorbed within existing day-to-day meetings and that grant funds exist to offset additional overtime when needed. After discussion council approved the pulled consent items by voice vote.
Votes and action: the council approved the full consent calendar as amended; specific contract amounts and program details are recorded in the staff reports and associated resolutions or agreements.
