Commission holds bond hearing and approves up to $6.2 million in sales tax revenue bonds for south-county library project

Davis County commissioners held a public hearing June 17 on proposed sales tax revenue bonds not to exceed $6,200,000 for a project described as the remodel or construction of a library in the county’s southern area. The hearing was held under the Local Government Bonding Act and gave members of the public an opportunity to speak about the financing.

A statutorily required notice was read into the record: “Pursuant to the provisions of the Local Government Bonding Act Title 11 Chapter 14 Utah Code Annotated 1953 as amended, a notice of public hearing with respect to the issuance of the county's proposed sales tax revenue bonds in the principal amount of not to exceed $6,200,000 was posted…” County staff said most project funds are already in the capital fund and that the site will be located at the current south-county library location.

County staff then invited public comment. Marcus Keller of Farmington City told the commission he was “so happy to see this project going forward” and said he and his firm would be interested in bidding on the financing or procurement work. Another commenter raised a separate concern about library displays but was reminded by the chair to keep remarks to the financing topic.

After the public hearing, staff and commissioners said the notice and hearing complied with statutory posting requirements and moved to approve the bond resolution. The commission voted unanimously to close the public hearing and approve the bond authorization for up to $6.2 million to support the south-county library project.
