The Davis County Commission opened a public hearing June 17 and then adopted the county’s 2025–2029 consolidated plan for Community Development Block Grant (CDBG) and HOME Investment Partnership funds, including the one-year action plan for projects to be funded from the 2025 allocations.
Ryan Steinbeagle of the county’s Community and Economic Development department described the plan and read the county’s recommended projects for the 2025 annual action plan. “This year we get $936,639 of community development block grant funds, and then 518,654 of home funds,” Steinbeagle said. The commission opened the hearing, heard public comment, and approved the plan.
Public commenters asked about the potential local effects of state-level land-use guidance; one commenter urged commissioners to consider small-business impacts from downtown revitalization so projects do not displace low-revenue local businesses. Steinbeagle told the commission that CDBG and HOME funds must benefit low- and moderate-income households and are not available for general downtown redevelopment. He summarized the county’s recommended 2025 allocations by project and dollar amount:
- $250,000 for a Bountiful waterline project - $130,000 for the county home-rehabilitation program administered with Habitat for Humanity - $150,000 to Woods Cross City for stabilizing sinking foundations in the Farm Meadows subdivision - $200,000 for the county home-ownership assistance program for low- and moderate-income households - $107,000 to Davis School District for a summer camp program - $28,000 to Open Doors for homelessness services
Steinbeagle said the projects were prioritized in the annual action plan included in the consolidated plan. After hearing public comment, the commission closed the hearing and approved the consolidated plan and one-year action plan by unanimous voice vote.
Ending: The county will proceed to program the 2025 CDBG and HOME funds into the approved projects; staff said final federal forms (updated SF-424Bs) were supplied to commissioners and the clerk’s office would distribute them to the commission.
