DOC to use $1M appropriation for infrastructure; GURA engaged to assess domes, electrical and generators

During the June 17 hearing on Bill 44‑38 COR, Department of Corrections officials explained how they plan to use a prior $1,000,000 appropriation from the prison modernization account and a GURA (engineering) memorandum of understanding to address aging infrastructure at Mangilao ACF and Hagåtña Detention Facility.
DOC Administrative Services Officer Roma Okada and Major Anton told senators roughly $300,000 of the appropriation has been spent on five vehicles and initial K‑9 infrastructure (vehicle procurement and planning of canine shelter space). The remaining approximately $700,000 is earmarked for infrastructure upgrades such as plumbing, hardware and electrical work as identified in a facilities assessment. The department said it had not yet expended the remaining balance pending Gura's assessment and scope recommendations.
DOC said Gura engineer Sunny Perez will visit both facilities to assess domes, rooftop HVAC units, generators and electrical distribution. DOC's Major Anton cited earlier contractor estimates showing replacement of rooftop air‑conditioning units for the federal detention section alone in prior 2022 quotes at roughly $130,000 and a new generator at over $100,000, not including necessary electrical upgrades. Because such system replacements often require accompanying electrical and distribution work, DOC said total renovation costs will almost certainly exceed the $1,000,000 appropriation.
Senators asked whether Gura charges for assessment services; DOC said Gura requested a modest initial fee (DOC cited a figure in the hearing of roughly $7,000 to engage Sunny Perez for kickoff work) and that the agencies are finalizing an MOU delegating certain procurement authorities. Senators urged DOC to seek federal grant or homeland security funding where eligible and to minimize charges where possible.
DOC also said it has a delegation of procurement authority from DPW to work with Gura and that the department will prioritize safety‑critical systems first. The committee received the update and requested a timeline and written assessment once Gura completes its site visits.
