Charlie Bright, director of engineering and construction, told the council the contract covers planning and design work, including reconstruction planning for Elm and Lynn Lane corridors, potential new interchanges, road widening, bridges and multimodal paths. The contract value is $6,274,918; under the grant’s 80/20 match the city’s share is $1,254,984.
Bright said the contract scope will advance design documents to a 60% design level, allowing staff to apply for subsequent federal construction funding. He cautioned the council the overall program is long term and that major capital projects of this scope typically take five to 10 years to advance from planning to construction.
Council approved the agreement and directed staff to begin the design work and milestone reporting. No construction funding was authorized at this meeting; the vote approved planning and design only.
