- Building inspection services agreement with the city of Elk Point: Motion to approve by Councilor Price; second by Councilor Halligan; outcome: approved. Alex Goodwin, Vermillion building official, told the council Elk Point estimated 5–15 permits annually and the agreement includes a 30-day termination clause.
- Street-closure requests for BCDC's Thursday on the Pots events (July and August), Oktoberfest (Sept. 26), and the Clay County Fair (Aug. 7–10): Motions to approve by councilors Hallock/Holland/Jenna Wayne and seconded as noted in meeting; outcome: all approved. Police, fire and EMS reported no concerns; applicants will provide business notifications and cleanup plans.
- Automatic aid agreements for structure fires with Gayville, Elk Point and Wakonda: Motion to approve by Councilor Price; second by Councilor Murrah; outcome: approved. Chief Callahan said the agreements will dispatch predesignated equipment automatically for confirmed structure fires, initially set for a two-year period with automatic one-year renewals thereafter.
- Joint Powers amendment No. 10 to permit purchase of a landfill bulldozer and related resolution to authorize purchase of a Caterpillar D6 7 track dozer: Motion to approve amendment by Councilor Genoine; second by Councilor Lieber; outcome: approved. Resolution authorizes purchase from Butler Cat (Sioux Falls) for a listed bid of $639,194.01, trade-in value $127,850, net cost $511,344.01; the 2025 Joint Powers Landfill Fund budget included $700,000 for this purchase.
- Human Relations Commission appointment: Motion to appoint Erin Burrow to the Human Relations Commission; moved by Councilor Hallig and seconded by Councilor Murrah; outcome: approved.
- Vermillion Housing Authority reappointment: Motion to reappoint Rodney Oberle as a commissioner; moved by Councilor Toller and seconded by Councilor Lieber; outcome: approved.
- Ordinance 15-35 (first reading) — amendments to tattoo/body piercing license background checks: Motion to advance to second reading by Councilor Mears and second by Councilor Price; outcome: advanced to second reading. The proposed change would remove FBI and DCI background checks and instead require applicants to provide up to seven years of clerk-of-court records.
