The Crescent City City Council recorded the following formal actions during its meeting (all recorded actions below passed by unanimous vote unless noted):
- Closed-session report: The council reported 1 action from closed session. On a motion by Councilmember Greenough and seconded by Mayor Pro Tem Wright, the council denied the government claim of Murietta. (Reported at the meeting.)
- Consent calendar: The council approved the consent calendar, which included the warrants/claim list, payroll report, budget-to-actual summary (as of 04/30/2025), the Crescent City cross connection control plan, a budget adjustment for a Greenworks contract amendment and CRReach LTD contract amendment No. 1.
- Annual job-vacancy report: Following a public hearing required by a new law, staff reported the city had seven full-time vacancies and seven part-time vacancies as of May 1, 2025; six full-time and two part-time vacancies had been filled by the meeting date, and two part-time hires were in backgrounds. Staff said no policy changes were recommended. The council closed the public hearing and took no additional direction.
- Annual water supply and demand assessment: The council received and approved the city's 2025 water supply and demand assessment presented by consultant Oren Plokter and staff. Plokter and staff reported that, based on precipitation, Smith River discharge and groundwater-elevation data, the city has sufficient water supply for the next 12 months even under dry-year scenarios and that no shortage-contingency triggers were reached; voluntary conservation remains recommended.
- Del Norte Solid Waste Management Authority budget: Ted Ward, director of the Del Norte Solid Waste Management Authority, presented the authority's draft budget for FY 2025'26. The council approved the budget and treated the lack of comment as concurrence to forward the authority's budget to the joint powers authority board.
- Military equipment use policy (ordinance No. 856): The council adopted an ordinance confirming the Crescent City Police Department's military equipment use policy (amendments add three rifles and three pepper-ball devices to the policy lists). The required public review steps were completed; the council found the department in compliance for the prior year and approved the updated policy.
- Reserve police officer program (ordinance introduction): The council waived full reading and introduced an ordinance to add a reserve police officer program to the municipal code. The proposal allows for limited volunteer reserve positions (three training levels) with associated one-time equipment costs and some ongoing administrative and insurance costs. Staff said the department plans to add up to two reserve officers at this time and described training, equipment and minimum monthly-hour expectations.
Each action recorded during the meeting included roll-call votes showing the five-member council voting in favor (Councilmember Darren Dooley, Councilmember Greenough, Councilmember Candace Tinkler, Mayor Pro Tem Wright, Mayor Ray Altman).
