Board approves personnel and finance blocks; several members register ‘‘no’’ votes or abstentions

The Garfield Public School District Board of Education voted on a package of personnel and finance resolutions at its June meeting, approving the grouped items while several board members registered ‘‘no’’ votes on individual personnel subitems and others abstained on specific finance items.

Board members approved the block of personnel resolutions identified on the agenda as 8.1–8.41 after a roll-call vote in which individual members specified objections to particular subitems rather than to the entire block. Board action on finance items (10.1–10.35) also passed but included multiple abstentions on named subitems. The board later approved education resolutions 12.1 and 12.22, facilities resolutions 14.1–14.2, and policy resolutions 17.1–17.2 by recorded roll call.

Board members repeatedly specified which numbered subitems they opposed during the roll call. For the personnel block: Doctor Pivoroczek said he voted no on 8.1, 8.3 and 8.38; Mister Taylor said he voted no on 8.1, 8.3 and 8.4; Mister Ramos said he voted no on 8.1, 8.2, 8.3, 8.34 and 8.38; and several members — including Mister Otto, Missus Isan, Missus Pitieri and Mister Gaba — said they voted no on 8.4 while indicating yes to the other items in the block. The board secretary read those individual tallies into the record during the meeting.

On finance resolutions, multiple members announced abstentions limited to particular agenda numbers. For example, Doctor Pivorchak announced an abstention on 10.3; Mister Otto and Mister Focarino announced abstentions on 10.4, 10.5 and 10.6 (and other numbered items), and Mister Ramos and Mister Quiles indicated abstentions on several listed items. Those recorded abstentions were read back by the board secretary before votes were recorded.

A member of the public asked during public comment whether an agenda item gave the superintendent full hiring authority over the summer. At least one board member clarified later in the meeting that the interim business administrator appointment covers a limited summer period through September and that separate summer approvals for the superintendent were intended to allow the administration to fill open positions and address resignations that occur before the school year starts. The board member said that those summer approvals were designed to avoid waiting until the first day of school to replace staff who leave over the summer.

The meeting proceeded to approve education, facilities and policy items by roll call. The education block (examples: 12.1 and 12.22) and facilities items 14.1–14.2 passed with aye votes recorded. Policy resolutions 17.1–17.2 also passed.

The board took public comments before the votes. Speakers raised questions about past political appointments, the interim business administrator search, and a previously removed agenda item concerning costs for an ‘‘Oprah request’’ that the commenter said had been removed from the agenda without explanation. Board members acknowledged the comments and said they would continue to work on hiring and staffing matters before July 1.
