Mooresville board adopts FY2025–26 CDBG action plan, allocates majority to affordable-housing programs

The Mooresville Board of Commissioners on June 16 adopted the town's FY2025—26 Community Development Block Grant annual action plan and approved the staff-recommended categories for spending.
Amber Goudreau, the town's community development planner, said this was the second public hearing on the CDBG plan and that the program is an annual federal allocation that does not require a local match. Goudreau said the town's FY2025—26 allocation is $234,527, a reduction of about $3,000 from FY2024—25.
Goudreau told the board that administration costs are capped at 20% of the allocation and public services at 15%. The staff recommendation presented to the board allocates roughly 85% (just over $199,000) to affordable-housing initiatives and the remainder to administration (just over $35,000). She noted the action plan categories may be amended later with a 30-day public comment period to HUD if the board endorses projects outside the stated categories.
There were no public commenters during the hearing. Commissioner West moved to adopt the resolution approving the FY2025—26 CDBG action plan as presented; Commissioner Keriker seconded and the motion carried.
The town will present a consolidated annual performance and evaluation report (CAPER) on Sept. 2 with performance information about program spending and outcomes.
