Rep. Lucas Kaler introduces measure to codify child-support rules into Idaho law

Representative Lucas Kaler, who represents District 11 in Canyon County, told the House Health and Welfare Committee he was presenting RS 32391 to move existing department rules under IDAPA concerning child-support services into Idaho statute.
Kaler said the measure would “codify these rules without creating new law” and listed topics covered by the rules, including liens, income withholding, fees and charges, medical support, public assistance and support enforcement.
Committee members moved to introduce RS 32391 and approved the introduction by voice vote. There was no public testimony recorded on the measure during the committee meeting.
The measure as presented does not, according to Kaler, create new policy; it would place existing administrative rules into statute so that changes would require legislative action rather than only administrative rulemaking.
