Tony Holowetzky, director of public and government affairs, introduced the state framework and Trent Wilson, government affairs manager, summarized provisions relevant to the county: an anticipated increase in operations and maintenance funding that staff estimate could deliver roughly $20–25 million per year to Clackamas County for road uses; proposals to phase in a road‑use charge, add a vehicle purchase system-use fee, and direct funds to transit and the State Transportation Improvement Fund.
