County receives clean financial audit; auditors cite three federal-grant deficiencies and a $2.6 million receivables adjustment

Clackamas County commissioners were told April 8 that independent auditors Moss Adams issued an unmodified (clean) opinion on the county’s fiscal 2023–24 financial statements, but identified three significant deficiencies and three instances of noncompliance related to federal grants and reported an uncorrected projected accounts-receivable adjustment of about $2.6 million.

The audit presentation, delivered by Ashley Austin of Moss Adams and summarized for the board by Finance Director Elizabeth Comfort, confirmed the county’s financial statements were prepared in accordance with U.S. generally accepted accounting principles and said the county continues to meet technical presentation standards, including those required by the Government Finance Officers Association (GFOA).
