The Division of Financial Management asked JFAC for one additional financial management analyst senior position and modest IT replacement items, saying the hire would strengthen the agency’s ability to monitor executive-branch appropriations and improve state financial reporting.
DFM Administrator Laurie Wolf told the committee the office’s budget bureau handles agency budget development, the governor’s recommended budget and current‑year appropriation monitoring, and that staff turnover in recent years strained capacity. “We do a really good job at the agency level on day to day, but now with LUMA … this position will help us have better reporting and better visibility into what we're doing as a state,” Wolf said.
Analyst Christopher LaHosa summarized the request as $124,400 and one FTE in ongoing personnel costs charged to the indirect cost recovery fund, plus $5,800 one-time for onboarding equipment and $21,100 for ITS‑recommended IT replacement (network switches). The position would be nonclassified, with a base salary noted in the budget submission.
Committee members asked about past vacancy numbers and turnover; Wolf said the earlier vacancy percentages reflected September staffing and that DFM leadership positions are filled at the time of the hearing. The committee did not take a formal vote and asked DFM and LSO to continue coordination on reporting improvements and return with any additional requested materials.
The request is modest relative to other agency packages but was presented as targeted to improve financial transparency and the state’s capacity to oversee agency budgets during enterprise system transitions.
