JFAC approves Department of Administration enhancements and Permanent Building Fund projects

The Joint Finance-Appropriations Committee approved FY2026 enhancements for the Department of Administration and a slate of Permanent Building Fund projects and language directing reporting and prioritization.
Analysts said the Department requested personnel to help manage a growing group insurance plan, improved property valuation work for risk management, and additional financial specialist support tied to increased transactions from public-works projects. The committee included three personnel enhancements (three FTP across group insurance, risk management and a financial specialist), replacement items and IT hardware requests, and a trailer for the division of security.
Representative Petzke moved the department package; the committee approved the enhancements in joint session. Members noted the division manages a large portfolio—state property and vehicles—and argued the additional property-values and risk-management resources would likely deliver better insurance outcomes.
On the Permanent Building Fund, the committee approved a substantial capital package including funding for a Ponderosa supervisory office expansion (Department of Lands), utilities connections for a planned Army National Guard readiness center in Bonneville County, an Idaho State Police District 2 facility, Boise State University Micron Center lab funding, Idaho State University life-sciences complex funding, and a joint military science and veterans assistance center at the University of Idaho. The committee also approved funding for statewide deferred maintenance and a large replacement-items line for alterations, building maintenance, ADA compliance and campus facilities maintenance. The combined one-time package totaled about $122.86 million from dedicated funds in the motion.
The committee approved language requiring regular reporting from Division of Public Works on project status and budgeting, and asked the Permanent Building Fund Advisory Council to recommend treatment of appropriations for projects that have not begun construction within four years and for older appropriations with remaining balances.
Representative Petzke and committee members said the Permanent Building Fund package addresses deferred maintenance and capital priorities for multiple institutions and will be subject to the advisory council’s prioritization and oversight.
