JFAC approves $3.29 million in management services items for Department of Correction, including recidivism software

The Joint Finance-Appropriations Committee on March 7 approved a package of management‑service enhancements for the Idaho Department of Correction that funds case-management software, transparency tools, IT replacements and a prosecutor position for Northern Idaho.
Noah Peterson, a Legislative Services Office analyst, briefed the committee on the management services budget, which included: $1,000,000 ongoing general fund for recidivism case-management software; $668,100 for transparency software (of which $611,000 was ongoing and $57,100 one-time); $1,515,000 for IT hardware replacement as recommended by the Office of Information Technology Services (OITS); one-time equipment for Meridian training ($77,401); replacement items and modest general inflation adjustments; and $85,000 ongoing for a special assistant U.S. attorney for Northern Idaho as part of a governor’s initiative.
Senator Galloway moved the package; Representative Handy seconded. The measure passed on a roll call of 15 ayes and 5 nays (Senate 8–2; House 7–3). The committee will forward the recommendation with a due-pass to the floor.
Why it matters: Committee supporters said the recidivism software will improve case management and tracking, transparency software will provide public-facing information, and IT replacement items follow OITS recommendations to refresh hardware and centralize IT support.
