JFAC approves $122.9 million in one-time public works proposals from Permanent Building Fund

The Joint Finance-Appropriations Committee recommended a one-time appropriation of $122,861,900 from the Permanent Building Fund for construction projects, deferred maintenance restorations and replacement items.
Frances Lippitt summarized the proposal: enhancements included funds to expand the Department of Lands' Ponderosa supervisory office; utility connections for a planned Army National Guard Readiness Center in Bonneville County; construction and land purchase for Idaho State Police District 2; lab build-out for Boise State University's Micron Center for Materials Research; a life-sciences complex at Idaho State University; and a joint military science and veterans assistance center at the University of Idaho. The package also included restoration funding for statewide deferred maintenance and $68,208,800 in replacement items covering alterations and repairs, building maintenance, ADA compliance and facilities maintenance for the Chinden Campus and Capitol Mall.
Representative Petzke moved the package and noted the division of public works oversees substantial state assets and that additional staffing and maintenance investment yields better insurance and liability outcomes. The motion carried with committee votes recorded: combined total 15 ayes, 3 nays, 2 absent/excused.
The committee approved language requiring the Division of Public Works to report project status and completion in the November budget submission and directed the Permanent Building Fund Advisory Council to recommend actions for projects that have not begun construction within four years of appropriation and for remaining balances of older appropriations.
Representative Petzke asked unanimous consent to accept related language; the committee approved the language without objection following the roll call.
