BOISE, Idaho — The House Agriculture Affairs Committee approved a reorganizational rulemaking that moves common provisions on lagoon construction, soil sampling, recordkeeping and land‑application from the beef‑cattle feeding operation rule into the statewide nutrient‑management rule.
Scott Lively, administrator of the Division of Animal Industries, told the committee the change is organizational only and does not alter regulatory requirements for producers. He said regulators removed duplicative language from the beef cattle rule and relocated it to IDAPA 20-430 (rules governing nutrient management) so that all livestock industries follow uniform guidance.
Lively said the beef industry retains industry‑specific requirements; for example the beef cattle rule continues to require a 120‑day lagoon retention period unique to that sector. He said the reorganization was intended to reduce “regulatory drift” that occurred when related rules were revised at different times.
Representative Pickup moved approval of docket 020415-2401; the committee approved the docket by voice vote.
