Panel updates Grade A milk standards by incorporating 2019–2023 federal and interstate documents

BOISE, Idaho — The House Agriculture Affairs Committee approved revised incorporations by reference for the rules that govern Grade A milk production, processing and interstate shipment, the department told the committee.
Scott Lively, administrator of the Division of Animal Industries and state veterinarian, told members the docket (020405-2401) updates four technical documents that the department and industry use to set sanitary and pasteurization standards for farms and plants. The four documents are the pasteurized milk ordinance, the methods for sanitary rating milk shippers, evaluation procedures for milk laboratories and the procedures of the National Conference on Interstate Milk Shipments.
Lively said the documents are typically updated every other year and the rule update brings Idaho into alignment with versions updated since 2019; the department summarized the changes as technical and minor with limited regulatory impact. He said there is one manufacturing‑grade operation remaining in eastern Idaho; the rest of Idaho’s roughly 350 dairies are Grade A.
Representative Garner moved approval of docket 020405-2401; the committee approved the docket by voice vote.
