Your Health Idaho reports record open‑enrollment numbers, high customer satisfaction and stable finances

Patrick Kelly, executive director of Your Health Idaho, presented the exchange’s annual update to the Senate Commerce and Human Resources Committee, reporting record open‑enrollment results, high customer satisfaction and an intended shift in the exchange’s assessment model.
Kelly said Your Health Idaho recorded more than 139,000 plan selections in open enrollment 2025 and an average enrollment of about 120,000 Idahoans. He said 91% of enrollees receive a tax credit to lower premiums and that since the exchange’s creation it has delivered $44,000,000 in savings to Idahoans compared with an unnamed alternative. The exchange reported a Net Promoter Score of 73 for open enrollment 2025 and an average NPS of 73 in 2024; Kelly described that score as “world class.”
Kelly described operational metrics: 68% of enrollments were renewals, 32% new customers, 71% of enrollments completed with agent, broker or counselor assistance, and 90% of enrollments were completed via self‑service tools. He said the exchange has eight medical carriers and five dental carriers on the platform and that it held 73 community events and 19 in‑person enrollment pop‑ups during the enrollment period. He said since October 2022 the exchange has seen enrollment growth of 84%, adding about 64,000 enrollees.
On finance, Kelly said the exchange carries no debt, maintains cash reserves equivalent to six to nine months of operating costs, and holds a $1.5 million capital expenditure reserve. For plan year 2024 the exchange assessment fee was 2.49% of premium; Kelly said the exchange will shift in 2025 to a per‑member‑per‑month fee to provide revenue predictability and align with carrier administrative cost structures.
Senators asked about governance and interagency relationships. Kelly said Your Health Idaho is an independent corporate body created by statute, governed by a 19‑member board appointed by the governor, and that the exchange works closely with the Idaho Department of Insurance on plan certification and rate review and with the Department of Health and Welfare on eligibility transfers such as Medicaid referrals.
Committee members commended the presentation. Senator Guthrie noted the absence of complaints as a sign the exchange’s operations are working; Director Kelly credited his team of roughly 73 staffers and partnerships with more than 1,100 agents, brokers and enrollment counselors.
Kelly said the exchange will continue investments in technology, agent and counselor partnerships and consumer education while keeping a fiscally conservative approach.
