Representative Joe Palmer (District 20, Meridian) introduced RS31906 on Jan. 15, a preemption proposal that would prohibit a requirement — by private entities or government bodies — to install electric-vehicle charging infrastructure or designate parking spaces specifically for EV vehicles.
Palmer told the committee he sees mandated chargers or designated EV parking as an “overextending cost” that should not be imposed on building owners or local governments and that the bill would also avoid requiring building departments to inspect such chargers. Representative Crane moved to introduce RS31906 at the committee meeting; the motion carried and the RS was introduced for bill drafting and later hearing.
