The Senate State Affairs Committee heard from two gubernatorial appointees and advanced two reappointments toward floor confirmation.
George Lynch of Boise appeared before the committee as the governor's nominee to the Idaho Energy Resources Authority (IERA). Lynch described his background in energy reliability and resiliency and his previous work as legal counsel in the Governor's Office of Energy and Mineral Resources and at the U.S. Department of Energy. "I've seen firsthand the value of the Idaho Energy Resources Authority," he said, and described IERA's role in providing capital access for municipal and cooperative utilities without financial obligations to the state.
On questions about Idaho's growing electricity demand, Lynch identified data centers, onshore manufacturing and the broader electrification of the economy as drivers of increased demand. On nuclear energy he said, "I think nuclear will play a big role in the future... [advanced nuclear technologies] run 24/7 base load power... and I know that some Idaho... municipal utilities are considering nuclear." The committee did not take a confirmation vote on Lynch at this meeting; members said his appointment would be considered at the next committee meeting.
Thomas Wilford, chairman of the Endowment Fund Investment Board, appeared as a gubernatorial reappointment. Wilford summarized his experience leading the board, his professional background in finance and nonprofit work and his wish to continue serving; the committee indicated it would consider his confirmation on Friday.
The committee voted to send the gubernatorial reappointment of Rob Perez to the Treasurer's Investment Advisory Board to the Senate floor with a recommendation for confirmation. The motion to send Perez to the floor was moved and seconded; members voted by voice and the chair announced the motion carried.
Why it matters: The IERA helps finance municipal and cooperative utility projects across Idaho; an appointee's views on generation, transmission and financing affect how the authority may prioritize projects. The Endowment Fund Investment Board and the Treasurer's Investment Advisory Board oversee significant state and public funds and their membership is routinely reviewed by the Senate.
