Commission staff presented a draft report on rolling stock procurement challenges for review and comment, finding that supply‑chain disruptions and price increases following the COVID‑19 pandemic have caused long delays for municipal purchases of specialized vehicles such as fire trucks, ambulances, salt trucks and school buses.
Senior research associate Presley Powers told the commission interviews with more than 30 Tennessee officials revealed extensive procurement delays and cost increases. The draft report identifies several mitigation strategies that agencies can implement without new legislation, including preparing vehicle maintenance and replacement plans, using fleet‑management software and GPS, repairing and retrofitting vehicles where feasible, preparing contingency plans to lease or rent vehicles, exploring alternative vehicle types, and consolidating fleets to gain purchasing leverage. The draft will be revised for a final report later in the commission’s schedule; commissioners had no substantive questions and thanked staff for the work.
