Staff stressed the importance of planting quality and said contract language now requires contractors to remove wire baskets and cut burlap and ropes; payments will be withheld until those post‑planting tasks are completed.
Speakers described recurring problems: newly planted street trees had been set too deep and then covered with mulch up against the bark, which can suffocate trunks and lead to long‑term decline. One member explained the proper technique — leaving the root flare visible and avoiding mulch volcanoes — and cited an inspection where mulch was pulled away from a tree whose root collar was buried and whose trunk showed early signs of damage.
Staff gave additional event and program updates: the city’s Arbor Day activities included a mayoral planting and a seedling giveaway, and a recent tire and electronics recycling day processed hundreds of vehicles and collected recyclable materials. No formal council actions were taken; staff will pursue the ARP reallocation question with the administration and enforce stricter specifications on tree‑planting contracts.
