County staff outline 36 KPIs, 6 goal teams to track Prince William’s 2025–28 strategic plan

Prince William County staff presented a plan on June 10 to implement the county’s 2025–2028 strategic plan, including six cross-department goal teams and 36 key performance indicators to measure progress.
Kaye Wallace, the county strategic plan coordinator, told the Board of Supervisors the county formed six “goal teams” to carry out the plan’s eight goal areas (education, environment, government, mobility, quality of life, safe and secure community, service delivery and smart growth) and that teams will present draft work plans to the executive cabinet before finalizing tasks and timelines.
Why it matters: The board adopted a new strategic plan earlier this year; staff said implementation will be tracked by fiscal year beginning July 1, 2025, and that the KPI set is designed to be measurable and linked to the plan’s objectives.
KPI highlights and rollout: Wallace said staff chose 36 KPIs after consulting departments and external benchmarking. Examples include measures for lifelong learning participation, miles of trails added, reductions in greenhouse gas emissions from county operations, OmniRide daily ridership, affordable-housing outcomes and public-safety response times. Staff noted that some measures (e.g., a FY2024 greenhouse-gas inventory baseline and an agribusiness/ agritourism designation study) remain in development and will produce baselines in 2026.
Organization and reporting: Staff said six goal teams — each with a director-level sponsor and a champion from deputy or assistant director ranks — attended four-hour training with consultants and began drafting work plans. Wallace said 66 staff were assigned to teams and 52 attended training. Teams will report to an executive-cabinet STAR (Strategic Teams Accountability and Reporting) process; Wallace said teams will return periodically to board work sessions with progress updates, and staff will produce an annual written summary.
Supervisor questions and next steps: Supervisors asked for additional KPIs in several priority areas (aging, open space, mode shift for transit) and requested rapid establishment of missing baselines where feasible. Wallace agreed teams could add lower-level measures and that departments would provide baseline data during FY2026 reporting. Staff said the plan’s KPI reporting is designed to be iterative and adjusted as departments deliver data.
Ending note: Staff said execution begins with the fiscal year on July 1 and that the administration will return with draft work plans, baseline measures and reporting templates to guide the board’s oversight of strategic-plan implementation.
