Members asked why occupancy agreements listed in the report have terms that can stretch beyond the period of the Alliance agreement and whether the city could be bound to keep rooms open if cheaper alternatives become available. CAO staff said the three-year term was intended to provide wind-down flexibility through Alliance and noted most contracts include a clause permitting termination with notice (CAO staff said the notice period was either 60 or 90 days; staff later confirmed the exact notice requirement would be verified).
Members also pressed for an explanation of a line-item increase for services at the Mayfair Hotel. CAO and CEO staff said they would verify whether the apparent increase reflected merged line items or a genuine cost overrun; CAO staff said they would follow up with exact figures.
The committee identified and asked for correction of an error in the HEA narrative table: the booking-agreement count in table A2 had been pulled incorrectly and should read 566 rather than 499, which reconciles the room-count discrepancy reported elsewhere in the packet.
The committee approved the HEA report and forwarded it to the full council. Members asked CAO staff to provide additional documentation and program-level details and stressed a need for continued monthly reporting to track HEA commitments and spending.
