Biosolids hauling and disposal: staff said the village produces roughly 825 tons per year of biosolids and that its previous contract expired. Purchasing staff found a piggyback option using a March award by the City of Hollywood at a unit price of $57.70 per ton — an increase of $11.30 per ton over the village’s prior pricing. Staff estimated the village would pay about $47,000 per year under the Hollywood piggyback and recommended authorizing the award as the best price found; staff also noted the initial five‑year term locks price adjustments for the initial term and subsequent years would follow an index if renewed.
Injection well mechanical integrity testing: staff explained the membrane process produces concentrate that the village disposes of by permitted deep injection well. The well permit requires mechanical integrity testing every five years. Two bids were received; staff recommended AllWebs Enterprises (local well contractor) at $61,400 as the low bidder. Construction‑based services and certification for the test will be provided by the village's hydrogeologist; the hydrogeologist fee of $32,614 was included in previously authorized capital budget funding, staff said.
Council asked about large bid disparities for the mechanical integrity test; staff said AllWebs has done many tests locally and offered a lower price, and that unit price contracts and oversight by the hydrogeologist mitigate risk. Staff recommended approval of the piggyback hauling contract and the injection well mechanical integrity test award.
