SANDY, Utah — The Sandy City Council heard a proposal on June 10 from council staff to extend the council’s legal services agreement with Cadell Law for a final one‑year term beginning July 1, 2025.
Justin Fratto (council staff) reviewed the contract history: the city originally issued an RFP in early 2018 and selected Cadell and Wooley (now Cadell Law); the firm was rehired following another RFP in 2022. The extension under discussion would be the contract’s final allowable extension under the original agreement.
Fratto said Amendment 3 would include a 2% increase in the total contract cost. He told council members that, using time tracking the firm provided, Cadell Law averaged about 12 hours a week supporting council work this year; dividing the contract cost by that time equates to an effective rate just over $145 per hour — a substantial discount compared with Cadell Law’s typical billing of $300–$350 per hour to other clients, staff said.
Council direction The council did not vote to execute the extension on June 10. Members asked questions and then directed staff to bring the contract back as a voting item on the following week’s agenda for formal consideration and execution if approved.
